This will include people management, regulatory compliance, administration and problem solving skills. OPERATORS x 4 Ref SF102-KR02 We need experienced and suitably qualified people to operate mobile plant in a busy, quality driven business. A broad plant based history with specific experience of loading shovels, self propelled agricultural equipment or tracked machinery will be required to carry out the tasks necessary to produce a quality compost.

WEIGHBRIDGE/ADMIN (Possible job share) Ref SF102-KR03 A person/s with experience of weighing and controlling vehicle movements on site. This person will be responsible for weighing vehicles, checking their loads against waste transfer notes, and keeping records. Kent county council has signed a contract with composting newcomers New Earth Solutions to process 50,000 tonnes of green and food waste each year.

The company, which specialises in active enclosed composting facilities, has been scouting around North West Kent to secure a new site for the contract. New Earth has a research and development site in Poole, Dorset, which is currently being expanded to a 50,000 tonne annual capacity.

Kent county council currently collects about 7,000 tonnes of green waste each year, but is planning to boost its collections of garden waste and take in food waste from the end of 2006.
Under the contract with New Earth, the material will go through an enclosed forced aerated windrow system, which sees material turned 24 hours a day. The system is expected to produce a high quality material which will be used for regeneration activities within the Thames Gateway in London.

The contract will be managed by the former Onyx composting manager Peter Mills.

Speaking to letsrecycle.com, Mr Mills said: “I had been watching them for a few years and we seemed to have the same ideas and ambitions. The company wants to build a number of speculative facilities around the UK. “We are also tendering for an 80,000 tonne composting contract for Kent,” he added.

The company is also interested in taking food waste from businesses, as well as black bin waste. Mr Mills said: “We are open to trying different materials at the Poole site and are currently doing some tests for the Environment Agency on the stability of residual waste going through the system.”

He said the European Union’s decision to scrap a ban on former foodstuffs going to landfill will not dent New Earth’s ambitions. “We are of the view that within the next few years retailers will want to put more material through composting facilities anyway, because of the Landfill Tax.”

In 2000 W.H.White Plc applied for planning permission to develop a 6,000m building complex, located in Poole’s Green Belt, in which to undertake composting of Municipal Solid Waste and commercial waste. Permission was granted in 2002 and part of the permitted building complex (2000m 2) was constructed in 2003. This was made available by W.H.White Plc for Canford Environmental Ltd to undertake trials on the New Earth Technology.

Canford Environmental employed the Organic Resource Agency Ltd. (ORA) to advise on the trials and carry out the assessment of the technology and products from the facility.

Odour nuisance

Odour is kept to the absolute minimum in the New Earth process. Offensive odours are negated through the use of automated process management systems. These ensure that the aerobic conditions required for effective composting are maintained at all times.

Windrows of composting material are aerated by means of radial fans connected to sub surface ducts. Fresh air is drawn through the waste into these ducts, allowing the used air to be captured and treated, prior to release.

Air within the ducts is pumped to an on-site plant, where odours, bio aerosols, particulates and ammonia are treated. Independent consultants have assessed and reported on the efficiency of our emission treatment system.

As the composting process is fully enclosed, minimal quantities of leachate are produced. Any leachate that does result is drained via sub surface aeration ducts and contained in dedicated knock-out pots. From there, it can either be treated and used in the composting process or safely discharged to foul sewer.

Landfill Diversions

The diversion of biodegradable municipal waste (BMW) from landfill is a key UK objective under the European Union’s Landfill Directive. By 2010, BMW going to landfill must be 75% of the amount produced in 1995; by 2013 this is reduced to 50% and by 2020 to 35%.

LATS allowances

The Landfill Allowances Trading Scheme (LATS), introduced on 1 April 2005, is one the government measures aimed at reducing the amount of BMW sent to landfill.

Dump TruckLandfill allowances have been allocated to all Waste Disposal Authorities (WDA) in England. Each has been assigned a decreasing amount of allowances every year from 2004 to 2020. WDA allowances are based on the total waste arisings and amounts sent for disposal, recycling, composting or recovery reported in the 2001/02 Municipal Management Waste Survey.

WDAs can choose either to trade their allowances with other WDAs, save them for future years (bank), or use some of their future allowances in advance (borrow).

Penalties

Failure to meet LATS targets could be costly for local authorities. Central government has signalled that it is serious about imposing penalties on those that fail to meet their obligations.

WDAs will automatically face a financial penalty of up to £150 per tonne if they landfill more BMW than they are permitted under the allowances allocated to them for that year.

ABPR2003

Animal By-Products Regulations

Strict regulations apply to the processing of animal by-products. European legislation lays down animal and public health rules for the collection, transport, storage, handling, processing and use or disposal of all animal by-products (ABPs). These rules have applied since 1 May 2003, and in England they are administered and enforced by the Animal By-Products Regulations (ABPR) 2005.

Categorisation

The Regulations classify animal by-products into three categories based on their potential risk to animals, the public or the environment. They set out how each category must or may be disposed of. Of the three, only Category 3 material, in addition to catering wastes, is accepted for composting. Category 3 material is the lowest risk category. It includes raw meat that has passed meat inspection, waste from food manufacturers and food retailers, eggs and certain other by-products which do not show signs of transmissible disease. Category 3 material cannot be taken to landfill but can be disposed of via a number of routes such as composting.

Catering waste is defined in the EU Regulations as ‘all waste food including used cooking oil originating in restaurants, catering facilities and kitchens, including central kitchens and household kitchens.’ The Regulations apply to catering waste that contains meat, or comes from premises which handle meat. Catering waste that does not contain meat and does not come from premises handling meat is not controlled by the Regulation.

UK treatment standards

The proposed UK national standards are based on a matrix approach, to reflect the risk assessment requirement for multiple barriers. All systems must be capable of meeting a minimum time/temperature standard, related to the type of system being used. These standards also specify the maximum particle size that may be processed in that system. As well as the time/temperature requirement, all systems must include additional barriers.

The New Earth composting process produces a range of high quality end products. All composts made by us from segregated waste streams meet the quality protocols of the British Standards Institute and The Composting Association.

Products are sold in a range of formats, to suit customers’ requirements. These include retail bags, trade supplies and loose bulk deliveries.

We maintain comprehensive records on all the compost we produce and sell, giving purchasers the reassurance of complete traceability. All our products are subject to comprehensive laboratory testing, and we give end users this information. As part of our product support service, we also provide users with data about the compost they have bought, as well as information on its beneficial uses.

New Earth is keen to support the preservation of natural peat resources. That’s why we are working with specialist horticulturalists to produce a range of peat-reduced products.

Financial Position

New Earth Solutions Limited was founded on 6 February 2002 and from this time until 31 January 2005 it did not trade. This time was spent in jointly developing the New Earth technology with its sister company WH White plc.

Having completed the formative stage of the business, New Earth Solutions has now been capitalised to exploit the opportunities that this development has generated.

On 16 September 2005 Bill Riddle (Chairman of WH White plc and Managing Director of New Earth Solutions Limited) injected £1.7m of equity into the company and this has subsequently been followed by a further equity injection by another private investor of £2.0m. A Rights Issue was carried out in July 2006, which raised an additional £1.0m. Consequently the business has a capital base of £4.7m.

The company has also secured project financing debt facilities from Nord LB following a competition to raise senior debt from a number of banks. RBS, Barclays and Nord LB all offered debt of £50m on similar terms, Nord were selected given their experience in financing similar waste facilities in the UK and throughout Europe. The facilities are available to draw down against Local Authority contracts and will support the roll out of up to ten 50,000 tpa facilities across the UK.

Source Segregated Waste

Highly effective emissions control

New Earth Solutions uses a fully enclosed system for the composting of source segregated organic wastes. All facilities are fitted with advanced emissions control and treatment equipment.

Source Segregated WasteSource segregated waste accepted for composting is fully contained throughout all stages of the process. This ensures there is no release of fugitive emissions such as odour, bioaerosols, leachates or particulates.

Full enclosure solves many of the emissions problems traditionally associated with the composting process. Processes, such as the transfer of waste from reception to processing, or from ABPR ‘barrier 1 to ABPR’ barrier 2 and to the grading area, take place in a totally contained environment, giving much greater levels of emission control.

In fact, the design and operation of the New Earth process was developed specifically to address Environment Agency guidance on risk assessing emissions from composting facilities.

In addition to the controlled management of emissions, the process has been designed to optimise the biodegradation process to achieve the sanitisation and stabilisation of the waste as reliably and efficiently as possible.

The innovative composting process incorporates active aeration, dynamic windrowing and irrigation. The combination of these key elements results in a process that can compost meat-included catering wastes to both the UK and EU standards of the Animal By Product Regulations (ABPR), producing a finished product that meets the British Standards Institution PAS100:2005 specification.

Residual Waste Treatment

New Earth Solutions has developed technology specifically for the treatment of Biodegradeable Municipal Wastes (BMW). Combined with the mechanical recovery of recyclables, the New Earth system provides a total solution for the processing of residual municipal wastes.

The principal aim of the technology is to stabilise the biodegradeable fraction of the waste, diverting maximum volumes from landfill to meet the targets of the Landfill Allowances Trading Scheme (LATS). The proven ability of our technology is balanced by effective environmental controls that include robust emissions management and comprehensive treatment capabilities.

In independent bio stabilisation tests, New Earth’s technology was shown to deliver an 80% reduction in the biodegradable content of residual municipal waste.

The fully automated stabilisation process incorporates active aeration, dynamic agitation and irrigation. By bringing together these key elements, the system can deliver high rates of BMW diversion from landfill (80%), without the requirement of thermal treatment technologies.

Our treatment infrastructure ensures high levels of availability and low levels of operational downtime. Modular in design, each facility can be expanded in accordance with the increasing diversion requirements of the Authority. This staged approach helps defer the initial cost burden and allows the technology to be modified in response to changing waste composition and growth.
We are happy to host visits to the New Earth Solutions 50,000 tpa operational facility in Dorset, where the BMW diversion trials were undertaken.

The advanced New Earth Solutions waste treatment technology

New Earth Solutions offers bespoke processing systems that assist local authorities in meeting statutory landfill diversion and recycling targets.

Proven technology is used to process a wide range of source segregated and residual waste within fully enclosed, low impact facilities. Readily deliverable through the planning system, these highly efficient treatment processes offer high levels of emissions control.

The New Earth composting process has achieved full State Veterinary Service ABPR approval for the composting of both Category 3 Animal By-Products and meat-included catering waste.

The performance of the technology has been independently assessed and measured by the Organic Resource Agency. A copy of their report is available upon request.

In addition to the treatment of biodegradable wastes, the composting systems can capture other recyclables, such as plastics, glass, ferrous and non- ferrous metals, all helping with the meeting of statutory recycling targets.
